Dear Bishops Tim Dakin and Trevor Willmott, and Archbishop Justin Welby.
You appear to be having a very major issue with safeguarding.
Not a single one of you have met with your victim but have only met with the defendants and given them a voice.
You have left a vulnerable adult publicly and utterly destroyed, you have excused yourselves by making years of church harm and cover-up out to be her being mad and bad.
The matter isn't closed as not a single one of you involved have even met with your victim.
Instead you have failed to redact the vilification of her, and have left her sitting shaking in the middle of the night as the flashbacks and injustice overwhelm her.
Your prayers, in your wickedness and deceit and psychopathic disregard for the life and welfare of the vulnerable, are an abomination to God, as is your continuation of officiating while this matter remains unanswered and unresolved.
As for Caroline Venables and the National Safeguarding Team, Jackie Rowlands and Elaine Rose, their part in this amounts to abuse, and it is past time for them to depart from church employment and safeguarding roles even if they suit your criteria as complcit cover-up merchants.
Every day that goes by as you continue to behave as George Carey did in the Peter Ball case while pretending to condemn him for doing as you do and have done, is a travesty and a massive evil against God and humanity. Justin Welby's duplicity is a horror beyond imagining, and although he will get all eternity in hell where he belongs, to contemplate it, that is of little comfort to his victim right now who lives in hell on earth, a way of life which you heartily condone for your victim, because you only hear and believe the other side of the story.
You have been asked and reminded repeatedly that there needs to be a formal investigation into your actions, and an independent inquiry, what is the delay, when the delay is causing serious harm to your victim? There can't be a credible excuse, the ongoing situation after your years of open and public wickedness and deceit is an addition to your abuse and is compounding the harm.
If you have nothing to hide, why are you hiding? Why are you concerned about being investigated for publicly destroying a vulnerable adult, lying about safeguarding, illegally trying to force help on your victim while destroying her? Why are you concerned about being asked why you did as you did and continued despite your victim's screams of anguish?
What is wrong with you old and rich men that even if you have no understanding of the poor, the disabled, abuse, abuse victims, safeguarding and injustice, that even though you have no understanding of those things and are thus unable to resolve the matter or even answer it, you are aware that a victim is screaming in anguish while nothing has been done about her case, and yet you still do nothing? Your lack of understanding means that the matter needs to be passed to a body who do understand the things that you rich old men don't, so that it can be investigated.
While it is, as suspension is a neutral act, and thus you collectively, including the complicit safeguarding officials, need to be suspended.
I myself would volunteer to suspend you, but murder is illegal, and the Bishop can suspend himself from the Steel Cross that he tried to crucify me on.
Remember, and never forget, one of the points to be made is, the Bishop and Archbishop were so cowardly, so cruel, so corrupt, that they thought that they could hide the fact that their victim had to take them to court to preserve her life, and as a result, they made a sustained effort against their victim's life anyway, in the press and media, in May 2016.
And yet the Archbishop tried to condem George Carey for doing exactly what he had done, and used it all as a PR stunt.
Welby-Damned, abuse and your use of abuse, is evil, not a PR opportunity to pretend things have changed.
Time is going by as your victim suffers and dies, no justice, no relief. The Jersey and WInchester matter remains open, the horrific injustice of the data protection breaches, PR firm led lies, and untruths published on the diocesan website where your victim could be recognized remains, all of it remains, unconcluded, you didn't even meet with your victim as you vilified and branded her.
None of you are Christians, none of you should be officiating, and all of you should be suspended, investigated and struck off. Some of you, including and especially Tim Dakin and Justin Welby, should be arrested, even if you think you are above the law.
Please read the letter below. And remember, the writer of the letter is sitting here in the early hours, suffering intolerably as she has every night for years. And you try to condone that, try to make it acceptable.
I suggest that the overarching investigation is divided thus. Below is an exhaustive terms of reference guide regarding the serious misconducts of the Bishops, Archbishop, police and authorities, Dioceses of Canterbury and Winchester and Deaneries of Jersey, Winchester, Andover and Romsey.
- Background, the terrible foundation that left your victim open to abuse in the church and vilification by the narrowminded and middle class old church to excuse themselves.
- Abuse in the Diocese of Winchester aged 19-26, including vicar counsellor breaking counselling ethics and taking your victim to be abused by her husband - make sure Trevor Willmott's confliction by his romantic involvement with the vicar counsellor is noted and included in the later Jersey and Winchester investigation. Also vital points are Jill Lihou's dangerous actions only recorded by the church as vilification of the victim, and other abuses connected. All conflicts of interest from this related to Jersey also to be published.
- Abuse in Jersey, a known abuser was not only allowed to take the victim aside but seperate her from the church and abuse her, clergy and church staff had both knowledge and opportunity to step in, and witnessed what was happening, they vilified the victim and protected the abuser, the million pound Winchester and Jersey whitewash omits both this and the psychological effects of the regression and abuse. No action has been taken, instead, the clergy and staff were given the opportunity to vilify the victim in the million pound whitewash.
- The use of the previous abuse to vilify, attack and destroy the victim by the Jersey Deanery also needs investigating. As does Trevor Wilmotts unfounded boast that safeguarding in Jersey is good, when none of this has been investigated nor anyone disciplined.
- The horrific actions of the Dean and Jersey and Diocese of WInchester in response to the abuse being disclosed, including the Dean at the time and his wife, calling the victim wicked and saying she hadn't been abused, and trying to use the harm by the Lihous and Warrens against her to qualify this statement. And then of course unrecorded in the whitewash is the safeguarding director Jane Fisher's psychopathic destruction of the victim and defence of all wrongdoers, extending to her and the former Bishop abusing their power over the BBC in Jersey to destroy the victim and cause her a breakdown (in 2008/9), uninvestigated and no apology has been made either by the atrociously behaved BBC or the Diocese of Winchester.
- The above matters leading to the victim not being able to cope, and the use by the Diocese of the police to try to silence the victim's screams of anguish as they destroyed her and continued to fail to deal with the abuse.
- The former Dean of Jersey was a friend of the abuser, tried to hide and deny it, and lied on a statement in a court of law, claiming that the victim had been shouting and swearing when he called her wicked and said she hadn't been abused, The victim had to sit through these lies with no defence, after the Dean, supported by the former Bishop and safeguarding officer had her imprisoned and flung into court.
- There was a catalogue of severe and sustained police misconducts against the victim by Jersey police, including their efforts against her in court to make sure she was imprisoned or deported, unaddressed and unresolved, this is a major part of the severe terror and trauma that haunts her daily.
- The resulting situation where the victim was brutalized by police, flung into prison and court without a voice and forced upon by people in prison and court by the church and against her will, violating her and leaving her violated and sickened and damaged for life.
- The lies in court by Jane Fisher and Bob and Daphne Key, not covered by any report by the church as the four reports arranged by the church were used by them to cover up the church and police wrongdoing and discredit the victim.
- The subsequent rough sleeping as Jane Fisher and the Scott-Joynts, unchecked and unregulated, slandered their victim round her home town of Winchester and the homeless services that they were patron of, and broke the law by liaising with the council and police as well as slandering the victim to every church in Winchester to get their side accross, including the victim's home community and churches and her lasting friendships, a notable incident from which the victim has never recovered is the psychopathic effort of Jane Fisher and Michael Scott-Joynt to seperate the victim from her dying friend, who had been a friend of a decade, among the other decade-long friendships she had with church position holders and community, having achieved the strangement as their victim's friend died, they tried to exclude the victim from the funeral so that her abuser 'could attend in peace' and immediately afterwards, had the victim beaten by police, jeered as mad and flung in cells for 24 hours. No investigation has been made into this or the police refusal of the victim's pleas for help.
- The subsequent sustained efforts by the Bishop and his wife and Jane Fisher to have their victim put away for good, lying to police, hiding, with the help of Jersey police, their sustained misconduct, and failing to explain to the police and authorities that they had provoked the victim constantly, which is evidenced, they wouldn't let the victim settle in her home town or anywhere else without interfering, slandering, forcing, because of their need to hide their wrongdoing.
- 3 years of the victim on the run and unable to get help or be safe as a result of the matter, a number of rapes without access to police as a result of the church-police vilification, no access to housing or any other services as a result of the persistence of the police and information services tracking the victim with the church-police vilification of her. This alone would kill most vulnerable people and it nearly killed the victim, and it all happened because the church didn't safeguard and scapegoated their victim
- in 2013, the church yet again illegally used the police to trace, vilify, terrify and terrorize the victim, and as with the whole decade of formal complaints for this lawless abuse of power, the police have failed to deal with the complaint. The church gave the police a whitewash conflicted report as if it was fact, a slanderous defamation attack from which the victim was recognisable by her estranged family and friends and communities who the church had collectively estranged her from, as well as the community that she was now beginning to trust enough to settle again, the result being that she was violently uprooted and nearly died.
- The Bishop failed to deal with Jane Fisher, who was still working as his safeguarding officer and also as a reader in his diocese, he claimed it wasn't his problem, and in the same breath refused to meet the victim to discuss the catastrophic harm his conflicted whitewash investigation and press and media led hatred were doing to her.
- The church launched the defamation into local, national and international media, claiming it was a safeguarding investigation and failing to see the paradox as their victim was destroyed, threatened and smeared by strangers locally, nationally and internationally.
- The church did nothing about this and the new Bishop of Winchester who had instigated this attack, threatened the victim, making it very clear indeed that he had no intention of bringing justice to the case, he left his victim collapsed and terrified, his psychopathic cruelty after what she had been through and was going through was nearly the last straw, and she screamed to the police for help, and they replied by making her out to be mad and failing to act, this was in 2013, and nearly 5 years later, they have behaved this way consistently and still are doing, and things have only got worse.
- From 2013, the launch of the matter into the press was followed by the church in the form of the Dioceses of Canterbury and Winchester, the Archbishops, the Bishops, and the Jersey Deanery, destroying the victim unchecked and without mercy, nearly killing her many times over and utterly destroying her. The police did nothing while the victim screamed for help. No charity, authority or agency would act, of course not, fear of the church's inordinate power and the fact that the church and police had branded the victim to all authorities meant she didn't even have access to NHS treatment, and still doesn't. There was no safety, relief or comfort, and even when the victim stopped sleeping rough during this and tried to rebuild her life, the church viciously and constantly destroyed her new life with their nasty vicious press and media wars and hatred and lies.
- In 2014, the victim took the Bishop to court to preserve her life, but among the Bishop's PR firm led lies in the press and media and discrediting of his victim while pretending to help her and care about her, he failed to mention that he had been taken to court and put under a court agreement which was mainly about allowing a judge who was a conflicted member of the defendants' circle, to destroy the victim over again.
- The Bishop of Dover, Trevor Willmott, conflicted by his former position in the Diocese of Winchester and romantic relationship with the wife of the unprofessional counsellor who had set up the original abuse, took over the Jersey Deanery and allowed the conflicted reports to continue without declaring his conflicts or interests and without contacting or meeting with the victim.
- The Bishop and Archbishop publicly discredited their victim and upheld the conflicted hate attack by the judge in the press and media to discredit the victim, leaving her publicly and utterly destroyed and still being attacked and at risk from strangers' hatred and prejudice to this day.
- The National Safeguarding Team made a horrifying effort to persuade the victim that 'The church hadn't meant to hurt her', and refused to act upon the whole matter, tried to force the victim to meet them, presumably because the cowardly Bishops, having destroyed her, refused to, because in the years of conflicted reports and smears in the press and media, they had not ensured that her side was recorded.
- The National Safeguarding Team, having not got their meeting nor having any intention of meeting their victim's demand for an indepdent inquiry, blocked her, as did the Bishops and Archbishops, and hid and are hiding, behind a wall of silence, complcity and refusal to act.
- The Bishop of Dover made false claims about safeguarding being good, despite all of this and the hatred of his Jersey Deanery in the press and media and their open misconducts and data protection breaches, they have not been investigated and are unrepentant, safeguarding in Jersey is not solved by high-profile lunchtime talks on safeguarding and the Bishop receiving his reward in public for helping them to destroy a vulnerable adult unpunished, he was presented, in the press and media, with a jewel encrusted gold staff, the church's sign or eternal contempt for the poor and vulnerabl, abuse victims, Christianity, and of course, God.
- The conflicted Jersey safeguarding partnership had started their investigation by 'clearing' the police and wrongdoers and upholding the serial abuser by claiming to press and media and members of the general public that the police and abuser had no case to answer, they were conflicted by the dignitaries and members of church, states and judiciary involved and influencing the whole million pound whitewash, who influenced the other reports. The chief minister of Jersey, a conflicted church man, who with the conflicted church members of judiciary and states had sustained discrediting of the victim in the States for the press and media, tried to force the victim to allow the release of the reports after consulting his lawyers and being told he needed the victim's consent, he instigated a terrible and shameful attack on the victim by the safeguarding partnership, which again nearly killed her, and did it because of a vested interest in releasing the inaccurate report to discredit the victim.
- Having destroyed the victim, the church were horrified when she didn't commit suicide so that they could release their whitewash, and kept a blank wall of blocking emails, letters and phonecalls. They set the police on the victim three more times, adding to the injustice as the police refused the victim's request for them to actually take action against the church, and instead continued to make her out to be mad and bad for the church. As yet this is unresolved.
- The Dean of Jersey was then yet again lauded and upheld by the press, media, Bishops and Archbishop, as he 'resigned' to take evangelical positions working for the Archbishop and the new lead safeguarding Bishop. Whose lack of understanding of safeguarding and abuse led to them publicly upholding this man and telling the press and media and general public that this man, having destroyed a vulnerable adult, was to be given positions on their behalf where he would access the most vulnerable freely through evangelism.
- The Bishops, Archbishops and Dioceses and authorities involved, continue their silence and refuse to act, redact the smears of me, treat me as human or apologize, and the fake apologies used as PR stunts without apologies in person do not count.
- In the meantime the Archbishop continues to lie desperately about safeguarding, adding to the very serious injuries that his victim carries for life. While in the meantime, nothing has been done about any of the wrongdoing in the Jersey Deanery or Diocese of Winchester, and the victim's story remains unrecorded.
- The new 'lead safeguarding Bishop' Peter Hancock, was elected despite his involvement in this to the victim's detriment when he was in a position in the diocese of Winchester, and then his upholding of the former Dean publicly and employing him in positions where he would have access to the vulnerable despite his actions in this case. The conflicts of interest that means he blocks the victim's case, means he shouldn't have been elected, but the church knowingly proceeded and haven't removed him.
- No action has been taken regarding press and media smears, outright lies, attacks on the victim, and printing exactly what the church told them to, ignoring the victim's complaints and her evidence that their lies were lies. Imagine, the church did this to a vulnerable adult who went on and on screaming in anguish in response, how many of the voiceless vulnerable do the church kill? Do they understand that what they have printed and broadcast remains available for life? And that their victim will suffer for life? Why are they silent, do they think it will all go away and not be real?
- The victim is still being attacked over the matter, as well as living as a fugitive from the police and authorities that the church won't relent from using against her, this is a life at risk situation and the misery and trauma are relentless as well as the danger and illness and poverty. These men claim to be to do with Jesus and God, and this is what they have done.
- These points are the ( exhaustive) terms of reference for the inquiries as well as a formal complaint that has been re-sent and remade hundreds of times now without answer.Does it have to wait until these wicked men and everyone involved is safely retired or resigned to then be used as a PR stunt investigation again as the Kendal House and Peter Ball cases have been? Does it really have to wait until after the victims' deaths as in the other historic cases?
The above is a very small tip of a very massive iceberg, but if the church have a million pounds to spend on publicly and utterly destroying a vulnerable adult to protect the church's image, they need to find a million pounds to investigate this complaint. They prefer to try to hide their heads in the sand and hope it will all go away and that their suffering scapegoat will die. She might, she can't live like this nor get help while it remains as it does, and the National Safeguarding Team are copied in on this and you can be assured that they will go on being complicit until the victim dies. They have upheld every wrongdoer and condemned the victim, there is no safeguarding in the church of england, there is no Christianity, only money, power, and corruption, they are completely lawless and without accountability.
If the Church of England was a normal and accountable organization and not a lawless and corrupt billion pound corporation, blasphemously trading on the name of God, these people who have done this would have already been sacked and arrested and the police would have treated them as the criminals that they are.

Dear Recipients,
This is circulated to the necessary dignitaries in the Church of England as all my letters are, but you will find that they ignore this as they ignore all correspondence, and thus, as this is a very serious safeguarding matter with a life or lives at risk, I would hope that you can act and make sure the church are also made to act. This is a serious formal complaint as well as a safeguarding alert.
Would you please all encourage Caroline Venables, Graham Tilby and Moira Murray and their team to read this letter? Please also read the extensive reports that are attachments and links, the Church don't want you to, but please do. Their unchecked harm to has gone on long enough without any authority stopping it, and if other victims have suffered this, other victims will have died.
Unfortunately Venables and her team and the church have a policy of slamming the phone down on victims, and Caroline Venables was doing just that to me on Friday. She incredibly tried to phone me a year ago to try to force the church's worthless, cheap and conflicted counselling on me when I was in severe distress as a result of Justin Welby continuing his fake safeguarding campaign by lying on LBC after destroying me, because the truth of his knowledge and involvement in his friend John Smyth's sadistic abuse of boys was getting close to being exposed.
Counselling would be of no effect against the damage done to me. It is a church way of excusing their wrongdoing and placating themselves that they have 'helped' and 'put things right', but abuse and cover-up can never be put right. Offering counselling instead of justice, and pretending all is well for the sake of Ecclesiastical Insurance and Allchurches Trust is a very serious travesty.
Venables and her 'National Safeguarding Team' and their policy of slamming the phone down on victims and treating them sadistically is documented here, and it is to do with the Church's corrupt conflicted Ecclesiastical Insurance's instructions which enables the church to collect millions in revenue from corrupt Allchurches Trust, rather than safeguarding. But when they slam the phone down on victims they condemn them, increase their suffering and leave them devastated, as well as failing to do anything about abuse.

Do you think that anyone in safeguarding or authority who blocks victims of their injustice or slams the phone down is in the right job? Has any understanding of safeguarding or abuse? Is responsible? Is doing the right thing? Can you imagine a vulnerable adult living in terror of each new press attack which relentlessly came, while the church ignored her screams for mercy, for three years? Put the phone down on her as they put her life in danger? Ignored letters like these?
Thankfully, as you can see from pageviews, despite the Church and authorities ignoring this, the general public didn't, and that is how the church's victim survived.
Last year after the National Safeguarding Team, Lambeth Palace and Caroline Venables keeping up their hateful and sadistic blocking of abuse victims for so long, victims forced a response from them with press and media coverage of a protest by victims at Canterbury, where the Archbishop was having a high profile meeting. The Archbishop snubbed the victims, the victims he had been using for his high-profile fake safeguarding stunt, and sent the Bishop of London, the man who famously showed what the Church really were during the time of the Occupy Camps.
The Archbishop and his Bishops had spent three years and an approximate million pounds having me publicly destroyed and defamed and discredited through whitewash reports about the abuse and the cover-up that had already occured, leaving me utterly destroyed. I went to Canterbury to support the protest, but because the National Safeguarding Team were afraid of my story being heard, the criminal, vile and lawless behaviour of the Archbishop in destroying me to cover-up for the church's wrongdoing, the national safeguarding team made a concerted effort to pit other survivors against me and to stop me being at the protest, culminating in them using the police to try and detain me with no charges, no reason, no explanation and no grounds whatsoever.
Indeed the police effort against me and jeers didn't even involve the police taking my details or explaining the purpose of their visit, so used are the church to using the police as their private mafia against the voiceless and terrified vulnerable.
This became Kent Police complaint number IX/577/17 and IPCC complaint number 2017/093794, bearing in mind that Caroline Venables is a former police worker who abuses her power thus to protect the Church, the church choose and employ former safeguarding, police and others so that the data protection act can be breached and ex-collagues can be used and the church can be protected, it is nothing to do with care for victims.
Caroline Venables was prominent in this harm to me at Canterbury and is recorded, evidenced in trying to get other survivors to shun me and discourage me from being at the protest. She has failed to contact me to apologize, clarify why she acted as she did or to resolve the harm to me. She has also failed to resign for her harm to me and others or her failure to respond well to abuse victims, and worse, she pitted a predatory and abusive survivor against me, and has not responded to concerns about his behaviour, and he is a church of england employee, an organist.
If her excuse is that I am angry, maybe she needs to look at why, and why in her position with her training, she fails to understand a victim's anger or trauma, especially in the face of the behaviour of the National Safeguarding Team, herself, the Archbishop and the conflicted 'Lead Safeguarding Bishop' who presumably was elected for his ability in his part in covering up my case and discrediting me.
The National Safeguarding Team have not answered this formal complaint yet:
Caroline Venables, from her position and experience appears to think that continued silence, blocking of my emails and calls and blanking the reality of the terrible travesty of the Church of England destroying me for their crime of leaving two known serial abusers to abuse me, will make it all go away, that I will give up and kill myself, condemned and destroyed. Why should I take the blame for Venables' terrible attitude and failures? Why should I die condemned and branded? If I do, then it means I am leaving the Church to kill other vulnerable people for being abused and speaking up. I want you to act before I give up.
Last year Justin Welby and his little huddle of badly behaved Bishops strutted and crowed in the press over the Peter Ball case, as if abuse and death because of the church's systemic negligence and failures was a PR opportunity. He failed to see or to admit that his own behaviour, especially in my case, was no better than George Carey's behaviour in the Peter Ball case.
Welby did exactly the same as Carey in my case, and in the press and media spotlight at my expense, he praised and apologized to the church dignitary who had me destroyed for his friend, my abuser. Welby did this without ever contacting me or hearing my side of things, he didn't warn me that he intended to publicly destroy me, and presumably he hoped for my nice clean suicide so that he and his dignitaries could smear me in death as an 'unfortunate mentally ill person' which is church tradition with regards their victims. One of Peter Ball's victims is an example of this, denied justice and treated shamefully, he committed suicide.
Incredibly Bishop Paul Butler, former safeguarding Bishop who didn't step down because of his harm to me but his harm to other abuse victims, tried to 'praise' the dead victim as a PR stunt, during the height of the church's sickening use of abuse and safeguarding as a PR stunt.
The National Safeguarding Team in their condonement of Welby's horrifying behaviour, have made it clear that suicide was what was expected of me to protect the church and close the matter forever, and obviously in the desperate state that the church have left me in, having publicly destroyed me, this was the conclusion hoped for. But unfortunately I live, destroyed beyond healing, and as yet nothing has been done about the church's million pound public destruction of me, nor has anything been done to remove Caroline Venables and her team after their horrific condonement of my destruction and illegal efforts to silence me through police and authorities, re-branding me and taking my home, community and safety, and the way I have been left, as a vulnerable adult, destroyed, smeared, attacked by strangers over the hateful press and media smears of me, living dead.
What is most incredible and horrifying is that the church of england are above the law and unregulated and no authority challenges them, they have been allowed to destroy me publicly and carry out conflicted, hateful, lying whitewashes and publish them and destroy me, and the police, social services, safeguarding agencies and others have stood by, witnessed the harm just as you are witnessing this letter, and have done nothing apart from aiding the church in anguishing me.
Are you going to do nothing? Some of you have been made aware of this travesty before, did you do nothing then? Or was it the authorities who failed to act?
Graham Tilby incredibly, while trying to force me into the box ticking meeting that the church's insurers require, tried to tell me that 'He had no power over what the church put in the press and media or what the Archbishop or Bishops do'. He tried to tell me that in order to stop one of the whitewash hate attacks on me, he had to 'have the permission' of the perpetrator and upholder of the attack on me.
He said all this after he had ignored my email and phone pleas for help for months on end and only stepped in when told to by the church as part of the cover-up, and stepped in only to aid them in the cover-up and attempt to get me to agree to the cover-up.
This would indicate that Tilby isn't safeguarding anyone or anything but the Church's interests, and had no concern whatsoever for my welfare, despite his 'show' emails, written for the benefit of others, claiming to 'care very much' about my welfare, after ignoring my screams for help for the months after Bob Hill, the ex-policeman defending my life against hatred sparked by the press and media's smears of me for the Church, collapsed defending me against press and media hate attacks. This is Bob, and his report is one of the attachments:
Tilby ignored me until the church told him to contact me when they struck what was the final blow in the public discrediting of me.
When he didn't get the box-ticking meeting for the insurers, as he wasn't able to explain how his role in safeguarding allowed him to stand by while I was publicly destroyed, he went back to ignoring me, along with his colleagues.
The only side of what has happened to me that has been recorded by the Church is the hateful defamation of me by the inter-conflicted government-judiciary-church-po lice members, their complicit safeguarding and social services, and the press and media, and I am still a fugitive and attacked with hatred when recognized as the condemned and smeared one of the church's public hatred campaign against me.
Any genuine safeguarding officer would have waded in and used all authorities to defend the life of a vulnerable adult who was openly being publicly driven to death by press and media smears, discrediting and lies. Please remind Tilby that and that as he failed to act, his tenure should have ended the year before last.
Unfortunately he blocks my emails and phonecalls since I held him responsible for the Church having my home seiged the year before last, just after he upheld the people involved in destroying me and claimed he could do nothing about the Archbishop and Bishops using the press to publicly destroy me. The church are stuck in a mindset that eventually their police seiges, beatings and imprisonments will prove that I am mad and they are not to blame, and that will make it all go away, a decade of it, with me getting weaker and further from any hope of healing, has not brought about that result for them.
It doesn't matter what Venables or Tilby think of me based on the conflicted whitewash reports and 'church records'. These things are based on the opinion of biased and conflicted people, and no effort was made to include my side of things, Venables and Tilby know that, and they know I have been harmed and not heard as my powerful abusers have been in the press and media, and their inaction and blocking of me, leaving me increasingly angry, and then trying to blame me for my anger, indicates that either they are not competent, or they are deliberately complicit in cover-up and harm to me, and probably others, seeing as others have been blocked and shunned and had the phone put down on them. The church needs urgent outside regulation, as they are putting vulnerable lives at risk.
But who is overseeing this? SCIE were supposed to do a safeguarding audit, arranged and paid for by the church with their vested interests, but that didn't appear to include any of what I had described but was more to do with the fake safeguarding campaign by the church, and included only the input of the Bishops who want to keep their high income from the conflicted Allchurches trust who are intertwined with their insurers and who reward them for cover-up and denial for the sake of the church's image and silencing victims. Conflicted Bishops with a vested interest cannot be part of a genuine safeguarding investigation.
Also safeguarding representatives put messages on their emails and websites that they were 'so busy preparing for the audit that they were not available and if it was an emergency, call the police or social services'. Unbelievable, so much work had to go into cooking the books that safeguarding representatives weren't available, and yet the audit wouldn't include the reality of my case and that of other victims, it was just flannel from Bishops with vested interests. Does the audit include the church slamming the phone down on victims or me taking the Bishop to court to save my life? Does it include the three year million pound whitewash of my case and destruction of me?
The Church think that ignoring me, denying anything I tell anyone and making me out to be mad, bad and everything that the wrongdoers have smeared me as, will make this go away, it won't, it will compound this massive and ongoing safeguarding failure.
The safeguarding failure and the criminal abuse of me by the Archbishop and Bishops and their National Safeguarding Team will remain no matter what they do in denial and walking away and refusal to deal with the wrongdoers and leaving me as a terrified fugitive, carrying the condemnation and branding and in danger of my life while wrongdoers in my case remain triumphant and unreprimanded. No amount of using complicit police and authorities to brand and hound me and make me homeless and take away my access to medical help will change any of this.
The only thing that will change it is independent investigation, resignations and justice, but it is too late to heal me, the damage is done, which is why I want some of these things resolved before I die. No one can live as damaged as I am, no one should ever have to, it is akin to being kept in a concentration camp.
Those of you who have a faith, it is no good 'praying for me' and hoping that will make it alright, even my abusers, in denial, 'prayed' for me. Praying to the same God that apparently condoned the Church's million pound public slaughter of me is of little use to me even if it soothes your consciences, so instead, act in the worldly world where reality is, and where I will suffer in anguish until I die, and make sure that Graham Tilby and Caroline Venables and their colleagues and the dignitaries in the church who authored my destruction, are suspended while an investigation is carried out by people not conflicted by association with the church.
Please witnesses, leaving this, ignoring it, being afraid, does not make my suffering or vulnerability go away, it compounds it, and this horrific situation has gone on for years now, and no witness has made it go away by ignoring it. Only children who believe in make believe, can believe that terrible things go away if you close your eyes. And if I die, this letter and all letters will be part of an inquiry, a belated inquiry that doesn't have me alive to speak for myself and with more cruel and inaccurate press coverage. An inquiry that the church will either damn or use as a PR stunt, like they did with the Ball Inquiry, dancing on their victims' graves.
It is incredible that an organization like the Church of England doesn't want to be responsible for it's wrongdoings, especially the deliberate dishonesty and putting money, power and image first, and more incredible that people such as Tilby and Venables feel that they too have to have the same priority, protect the Church and it's wrongdoing above the welfare and wellbeing of the vulnerable, even if it means destroying the vulnerable and driving them to death or leaving them suffering.
The Church have openly done wrong to me, unchallenged, and putting the phone down on me and blocking my emails is cowardice in the extreme, and that cowardice and condemnation is not making the Church's wrong go away, nor is it changing the pain and risk to my life and serious situation that they have left me in. Not a single Bishop, clergyman or Archbishop involved should be officiating while this is unresolved and the fact that they still do, speaks volumes.
There is no God or Jesus in what they do, it is all about power, money and narcissism, and the National Safeguarding Team, instead of acting on that, are safeguarding these men in their lie. The national safeguarding team condone criminal ignorance that led to an autistic woman, abused, broken, traumatised and psychologically damaged, being publicly destroyed without a voice. Every time they slam the phone down, that is their statement, and if you don't act, it is yours too.
Sometimes the slamming down of the phones by the people who have destroyed me is as if they take offence at being challenged, are not used to it. After all, police, social services, government, press and media, any agency with any sense of preservation, does not risk the punishment that the above the law church with its powerful lawyers and PR firms and conflictions in every pie can merit.
After all, the church have strategically symbiotically placed judges, police officers, social services members, NSPCC members, even Charities Commission members, so that there is no access to justice or redress if the Church harms you or if you fall foul of them, and you can be left destroyed. Regulation is urgently needed to stop these conflicts from killing the vulnerable. My letter to you is a more realistic audit than SCIE's because I am on the receiving end of the church's safeguarding failures, while SCIE only have the views and data provided by those covering them up.
This shouldn't be happening in this day and age, and even if people are afraid to challenge this monsterous Godless corporation which has so much undeserved power, when they can openly and unashamedly destroy a vulnerable adult and astoundedly slam the phone down on her as if protest to the criminal actions is unheard of, unthinkable, something is very wrong.
If nothing changes and all witnesses continue to stand silent, the actions of Caroline Venables and Graham Tilby in upholding my public destruction will kill me, while the men who ordered and upheld my public destruction, Justin Welby and Tim Dakin, will go on lying about safeguarding and will go on harming the vulnerable, while incredibly using the Names of Jesus and God to excuse their continued presence in their positions. Think about it. Jesus did not condone or uphold abuse nor did He say that wealthy men could oppress and destroy the vulnerable from their positions of power, and so much of the writing about Jesus tells of Him preaching against this and against the Pharisees who behave as Welby and Dakin, Venables and Tilby do.
Would you believe that Dakin and Welby acted with such ignorance and lack of foresight that they flung a whitewash attack on me into the press and media in 2013 while I was sleeping rough as a result of the church having me imprisoned and then flung onto the street, homeless and destitute? Nothing has been done about it and the consequences to me, and that is the measure of Caroline Venables and the National Safeguarding Team.
I am condemned for life and left at risk, while the National Safeguarding Team, Bishop of Winchester's office and Diocese of Winchester safeguarding officer slam the phone down on me, and they think that this is an acceptable outcome, and incredibly Justin Welby, who had me publicly destroyed, goes on lying about safeguarding in the press and media. You may have seen his incredible aimless attack on the BBC, claiming that the church have integrity and safeguard well. No amount of cooked books safeguarding audits makes that lie into a truth, Welby's hypocrisy was astounding.
Justin Welby had a vulnerable adult publicly destroyed, he never met his victim and he ignored all correspondence and met with the powerful dignitaries who had covered for their wrongdoing friends, and he listened to and worked with them. The church now think that they will ignore me and slam the phone down until I die or go away. Any of you with any integrity, make sure this changes, there needs to be a genuine investigation, an independent one, not a million pounds worth of power-abusing conflicted whitewashes.
Tilby, before he was fully 'advised' to block me after boasting that he was 'advised to ignore my distress' over being destroyed while he looked on, tried to say that I would suffer press and media attention if my case was investigated again, incredibly he was threatening me.
The investigation needs to include why a safeguarding officer was allowed to protect abusers to the point of bullying and harassing me, separating me from my friends, illegally liaising with social services and mental health services to try to blame my distress on mental illness, refusing to back out of my personal life even when a complaint was made to the Bishop, and eventually persistently having me beaten, branded and imprisoned by the police for my reaction to her bias and bullying. This is how the church approach safeguarding, not by holding abusers to account, but by vilifying victims and the vulnerable. The Bishop failed to respond to the complaint about his safeguarding officer and allowed her to go on harming me.
I was left homeless, still being harassed and destroyed by the church to cover up what they had done, and then, having left me branded by authorities and thus unable to get help, a long term-rough sleeper, the church launched their million pound public attack on me, their whitewash reports and press and media smears, and refused to stop, redact or apologize. No consent was given by me for any of this, and when the Church were asked to stop smearing me, they blared in the press that this was an 'Admission of my wrongdoing' rather than the reality of me asking for this unprovoked and very unjust and harmful harassment to stop.
Unfortunately Graham Tilby, Moira Murray, Caroline Venables and their 'team' think this shocking reality will go away if they block my emails and slam the phone down on me, so do Lambeth Palace and the Diocese of Winchester.
Do you think it will go away, witnesses? Are you going to turn away and hope it magically goes away? At the cost of a vulnerable adult's life, while she writes to you in anguish after four years of all authorities and recipients trying to believe the magical thinking that it will all just go away? Has it gone away? Have things got better? Has my suffering lessened? What is safeguarding, when these people do as they do, and the witnesses all look on?! What have I done that is worse than what these people have done to me? And where is my side of things recorded by the church or any authorities?
It doesn't matter what the church say I am or say I have done, they have no right to have done as they have, none whatsoever, and what they have done is illegal, and it says a lot if no-one does a thing about it and leaves me condemned for the whole matter. The church dignitaries who have destroyed me have not been left branded and destroyed or fugitives in fear of their lives, and what they have done from their positions of power, far outweighs anything that they and their complicit authorities accuse me of without my side of things being recorded on equal terms. This is a human life they have left under a life sentence, when is action going to be taken?
Has anyone yet investigated why I had to take the Bishop of Winchester to court, had to do so alone and as a terrified and very ill litigant in person against his powerful lawyer that the tax payers and congregations had to pay for? One of the reasons the Bishop and safeguarding slam the phone down on me is that there isn't the money left for continued legal fees now that the church feel that they have completed their destruction of me and closed the matter down, so they have been 'advised' to slam the phone down on me.
This needs to be investigated, as does the fact that the Bishop was given evidenced facts about his investigations being conflicted and harmful, and yet he proceeded until I had to file against him to save my life, and yet, still, no organization acted to protect me, and the Bishop, having been stopped by my legal action, from killing me outright with his whitewash hate reports, was dishonest and discredited me to the press and media to hide the fact that he had faced legal action to stop him publicly destroying me with his reports.
When an organization like the church is allowed to get the police and their associated multi-agency illegal information sharers on side, the outcome is a vulnerable adult left branded and without help or access to medical assistance. It is a very very terrible and unjust situation, and in some cases causes suicide, with the routine branding in the press and media by the multi-agency as being nuts. I think this is similar to what happened to Peter Ball's victim who didn't recover from being discredited and defamed. He suffered what I suffer, and I totally understand his suicide, this living death, branded, discredited, ruined, to protect the church's interests, it horrific and a living nightmare, death would be better.
Dear Bath and Wells Councillors,
This is a serious safeguarding concern that affects your community and wards. This is a long email and a long stream of emails, and there are some documents attached relating to the matter, please have the kindness and patience to hear this story and act appropriately, there are two men in your community who pose a risk to the vulnerable and who are both being allowed to pretend that they are something that they are not. Their names are Peter Hancock and Robert Key.
In November 2010, a desperate vulnerable adult, destroyed and broken, walked into Bath police station, and this will be on their records. Please make sure the officer is commended if possible, she took her duty and the situation seriously and handled it well.
The vulnerable adult had been destroyed, imprisoned and left homeless by the Church of England. Your current Bishop, Peter Hancock was part of this, at the time only because he received the victim's pleas for help, but later in more serious ways as he upheld abusers and wrongdoers and eventually became 'lead safeguarding Bishop' while publicly upholding a clergyman guilty of grave wrongdoing to the vulnerable adult, and claiming that he was going to employ that man in evangelism positions in the Diocese of Bath and Wells last year. He did not at any time and has not, communicated with the victim.
In November 2010, the victim spoke with a WPC at Bath Police Station, after having been destroyed and driven from her home town by the wrongdoers in the church. She was fortunate to speak to WPC who understood Asperger Syndrome, as the WPCs colleague had Asperger Syndrome.
The WPC was very good, as the church had has the victim repeatedly beaten and imprisoned by police to try to silence her, and the victim was terrified of police. The victim was too scared to speak, because the record the church got her, as they relentlessly drove her and tried to silence her for speaking up about abuse, would be in the way of any complaint she made, the church made her not credible in order to protect themselves.
The WPC advised the homeless and terrified victim to go to a cheap backpacker hostel in the town, she gave her clear directions, it was now late night and the officer wanted the victim to sleep somewhere safe, and return to the police station in the morning.
The victim went to the backpacker hostel, the YMCA, not the Generator, and stayed overnight, and wrote a deeply distressed letter to the church regarding their harm to her, but she was too afraid to return to the police in the morning.
She slept rough for three years, sometimes in Bath, which is a kind city to everyone, although no longer safe now that the abusers are overseeing the church there.
The church went on destroying her, seemingly focussing inordinate amounts of effort on destroying one lone vulnerable adult, a matter unprecedented but for them killing one of Peter Ball's victims also. And as you know, Justin Welby and Peter Hancock used Peter Ball and George Carey as a PR stunt recently, even though what they have done in this case and others is no better. Justin Welby has been involved heavily in this case and others, as an accessory to abuse and cover-up, and Peter Hancock's involvement in this case in protecting abusers is far-reaching and serious.
in 2013, when the victim had been sleeping rough for three years, Welby and others launched the case into the press and media as a PR stunt, pretending to care about safeguarding, and for three years the church publicly destroyed the victim, while she was homeless, vocieless and without the same PR and legal representation that the church had. They culminated the destruction in 2016, having nearly killed the victim through press and media led hatred, described a few emails down by former police officer Bob Hill and in other material provided. Throughout this time no authority, agency or individual would stop the church from harming the individual, and former police officer Bob Hill collapsed defending her life against press and media led hatred, you can read about this further down, it is not delusion or madness, although it sounds like madness, it is only madness on the church's part.
In 2016 and 17, having destroyed the victim and left her for dead, Justin Welby and Peter Hancock used the press and media again to boast that they were employing the key wrongdoer in the matter in evangelism positions, ie they were employing an abuser in direct access to the vulnerable, and they made it abundantly clear that they upheld him. The press and media articles of this are available.
But, interestingly this appears to have all been a lie, and although the Key abuser, Robert Key, still has permission to officiate despite his actions, the stunt involving him being employed by Hancock and Welby appears to have been a cover up for his removal from his previous prestgious position, as he is not in the evngelism positions at present, and it is a year since his lauded and honoured 'resignation'.
But, as it is claimed by the church that he is under the employ of the 'lead safeguarding Bshop' Peter Hancock of the Bath and Wells Diocese, then it would be a very good idea for you to read everything in the emails below and question the safeguarding risks that Hancock, Key and Welby are causing.
At the time of writing, the church continue to block, ignore and vilify their victim.
The church make a lot of excuses with the help of their lawyers and PR firms and communications teams, and even complicit police and authorities, but what you can be assured of is that nothing has been done, nothing is being done, and this victim and others are suffering.

I am distressed to see that after your involvement in protecting and upholding abusers, you are still using abuse as a PR stunt for the church and continuing Paul Butler's terrible attempt to pretend that the abuse in the church is in the past and everything is rosy now.
Abuse is not a PR opportunity, and when Paul Butler stepped down for his misconduct relating to abuse victims, it was hoped that the church would see sense and not elect another PR stuntman to re-abuse victims with the terrible use of abuse by the church for PR.
It is shocking to see that you were immediately elected to continue Butler's job of re-abusing victims by using abuse as PR and pretending that the abusive, lawless and unregulated church of england has changed.
Remember, that after a million pound whitewash of a case that you were involved in and conflicted in, where you and your fellow Bishops had a vulnerable adult publicly destroyed, you openly upheld the Key wrongdoers and claimed to be employing them in evangelism positions, as did Justin Welby, it would appear that while using safeguarding as a PR stunt, you don't even know what safeguarding is, you are willing to employ a blatant wrongdoer who admitted his wrongdoing, in positions where he can access the vulnerable, after he destroyed a vulnerable adult, and after you and Justin Welby and Paul Butler had his victim destroyed over again with a million pounds of whitewash, discrediting and lies.
Remember, the independent investigation needs to look at the press articles where you openly advocate the wrongdoer and claim to be employing him in evangelizing positions, as does the Archbishop. Upholding a man who destroyed a vulnerable adult to protect an abuser. You know I have the articles, you have seen that. You know I have a while file of the church's conflicting and crazy press and media lies about the case at my expense. So you are correct that when the whole extent of the current abusive situation is exposed, you will be embarassed, as PR stuntman chosen to use abuse to glorify the church after Butler was forced to step down.
Please can your vainglorious pretences to do with safeguarding stop? PR stuntman Butler wore them out and that phase of the seedy and shameless Church of England's pretence that things are better and use of safeguarding as PR should have ended there.
You have been involved in harming a vulnerable adult and publicly upholding admitted wrongdoers and claiming that they are fir for evangelizing positions, after they destroyed a vulnerable adult and a million pounds had to be spent by you and Justin Welby and Bishops Dakin And Willmott in destroying the victim publicly and protecting the church's image.
Your involvement in safeguarding is a sick joke, and you shouldn't have time for press stuntmanship while you need to be focussing on an investigation into the million pound whitewash, the destruction of a victim, and why you claimed publicly to be employing an admitted wrongdoer in a position where they could access the vulnerable - worse - you need to explain why that claim was made in the press after four years of you and your fellow Bishops and Archbishop having the victim publicly destroyed, and also why the wrongdoer who you upheld apparently never turned up in those positions.
Until this matter is resolved and it is established why you upheld the admitted wrongdoer when the million pounds of whitewash reports have not been investigated and thus no neutral investigation into the wrongdoing is established, you really must stop using abuse as a peacock crow to try to pretend that things have changed or that abuse is in the past. Believe me, abuse and cover-up is alive and kicking through you and Justin Welby and your fellow Bishops, you did exactly the same in my case as was done in the Peter Ball case, and you nearly killed me and have left me destroyed and suffering, and presumably you believe, according to your conflicted whitewash reports, that that is acceptable. It most certainly isn't. I am still waiting for resolution and an investigation into what happened to me, and your ongoing strutting and crowing while I have been defamed and destroyed, is adding to my distress.
Are you aware that what you have done and taken part in in my case is abuse? And that means you need to be suspended, along with Welby and the other Godless and Corrupt Bishops and officials involved in this matter, while a proper SAFEGUARDING investigation is carried out into you putting my life and the lives of other vulnerable adults at risk.
I think that you thought that a fake safeguarding audit by SCIE, based only on the cooked books of your and other Bishop's accounts of safeguarding would make the church look shiny and clean. And that 'safeguarding' conventions will add to that image. The rottenness of you and your colleagues will not go away any more than the Peter Ball case did, and your fakery and use of abuse as prolonged pR campaign at the expense of victims while safeguarding in the church is appalling, will come to light and shame you eventually.
You and your colleagues, including and especially Justin Welby, if you believe in Jesus, should bow out now, drop the use of abuse as PR stunt, make sure my case and others are referred outside of the church to competent and neutral safeguarding bodies and stop re-abusing us with your lies. Tilby, you chief cover-up man has been asked many times to refer my case to an independent safeguarding body, and as the church mis-handled it so severely and so dangerously that they repeatedly nearly killed me, don't you think that the delay in referring the case to a competent safeguarding body is a severe misconduct and dangerous failure of duty of care and competency.
Please don't go on boasting and glorifying yourself at victims' expense, it is very nasty to see that you think abuse is an extension of your genitals and ego and a way of trying to glorify the church and hide the current very serious situation of lack of safeguarding, and collusion to protect abusers and silence victims.
Things aren't any better, the fact that you and Justin Welby and others have been involved in destroying and vilifying a vulnerable adult and leaving your victim a fugitive and destroyed, without access to help and branded, is the proof of that.
You and your cover-up crew, the National Safeguarding Team continue to ignore and block your victim, and while you do that, it really is time for your shut up and stop using abuse to glorify yourself and the church and pretend that things have changed.
You claimed to the press and media that you were employing a wrongdoer in evangelical positions, after he destroyed a vulnerable adult and left her homeless to be raped on the streets, after he lied in court, after he sparked the million pound whitewash that the church used to cover up and destroy the victim over again.
Enough is enough, you never met the victim nor warned her that you were going to uphold her abuser publicly, you never and have never contacted the victim over her concerns, you have failed to respond to glaring evidence that the investigations and reports were whitewashes and thus your new 'employee' who never turned up in positions you claimed to give him, has not been investigated.
Allowing a judge conflicted by her association with the defendants, to investigate, and continuing knowingly, is a serious matter, in which you were involved, you then publicly said you were employing a wrongdoer in evangelism positions.
Time for you to follow Paul Butler in stepping down and taking responsibility. And time for an end to the new tradition of using an appointed Bishop to strut and crow and masturbate over abuse in any press or media foolish enough to facilitate it.
Nothing is better with regards abuse in the church. You have an apartheid policy against the vulnerable to protect the church, making it a club for the elite, and ensuring that abuse is more likely and will be better covered up.
Won't it be an embarassment when your abuse of me through upholding an admitted wrongdoer publicly is exposed, won't it be an embarassment to the church when the extent of the depravity and abuse of power in the million pound whitewash that almost killed me is exposed?
Won't it be an embarassment when you conflicted positions and upholding of a wrongdoer to abuse again is exposed? It will be an embarassment to the church when the extent of you and the Archbishop, Butler and the conflicted circle of Bishops' abuse and wrongdoing is exposed, and although you have nearly killed your victim, her fighting and words remain and the church are obliged to investigate - make sure neutral investigators are chosen this time and that you don't fling any more slanderous lies into the press. The Bishop may have had to lie like hell through his lawyers but the fact that his victim took him to court to preserve her life remains and he still hasn't been suspended
Get my case referred outside the church to a competent safeguarding body, stop boasting and crowing and using abuse as a PR stunt, the church haven't learned any lessons from Butler doing that before his wrongdoing forced him to step down.
And stop re-abusing me.
If you can't understand why what you have done is wrong, and if you can't find the integrity to deal with my case and the involvement of the Archbishop and Bishops, dignitaries, judges, abuse of power regarding police, social services and multi-agency, then simply be quiet and stop using abuse to glorify the church, the church is rotten and corrupt and devious enough without this relentless vile boasting, and years of the church being reminded of this doesn't seem to get through to you.
You will try to ignore this email, from a destroyed fugitive who the church recently nearly killed, but just as the Peter Ball case didn't go away, this won't either.
Can you imagine what life is like for a vulnerable adult who has been vilified and branded for the church's wrongdoing and their ignorance of abuse, vulnerability, disability, and poverty, and not least, because of the church's dire need to blame the victim for the sake of the church's image?
Your failure to act indicates that a PR stuntman Bishop who uses abuse for PR is making no difference to the massive current safeguarding crisis and abuse problem in the church of england. It's only the church's image you focus on, accountability would mean resignations en-masse, including yours and Justin Welby's.
I see that Welby-Damned is crowing about doing a royal wedding, unfortunately considering his depravity and deceit in my case, he is not qualified to do any wedding and it will be a null bond and of no worth in God's eyes, just the same as every service, sermon and officiation that he, you, Willmott, Dakin and others carry out. While your hands are dirty, you are in position to clean anyone else's.
The Church of England is a very abusive, nasty, corrupt and elitist organization, and are getting away with what they do because they are unregulated, lying like dogs to the press and media and thus misleading the general public,and most of their victims are either the voiceless vulnerable or can't stand against an organization with a finger in every pie, judiciary, police, parliament, social services, etc. I am an example of what happens to victims who stand against you, you destroy, even kill us, and nothing is done.
There is no excuse for leaving this matter unresolved any longer, Peter Hancock, and terrorizing your victim with the authorities is not an answer and hasn't silenced her in all the years that this horrific matter has dragged on for, nor does vilifying her as mad and bad, when have you given your victim a voice or a side to things on equal terms? When did you provide her with lawyers, PR and access to the press and media on equal terms as you destroyed her with the same?
Be Quiet Peter Hancock, what you are doing is abuse and re-abuse, and your hands are dirty.
Deal with safeguarding first, deal with this massive safeguarding failure first, boast afterwards, from a less exalted position.
The reason that you are against mandatory reporting despite all your boasts is, your staff and recipients of this should be morally obliged to report this matter, but at the moment they are not legally obliged to, and that is another thing that the church rely on.
